When an organization undertakes workforce planning, everyone is responsible for their part in working together towards a collective outcome. A clear understanding and communication of roles and responsibilities throughout the process will go a long way.

Top leadership needs to:

  • Publicly demonstrate a commitment to workforce planning
  • Provide the resources to make workforce planning happen
  • Analyze market conditions and identify impact on business
  • Share the overall strategic direction of the organization
  • Review KPIs and budgets
  • Design and chart organization (in cooperation with HR)

HR needs to:

  • Provide the tools for managers to analyze the workforce
  • Provide tools to determine supply and demand of critical capabilities
  • Provide workforce data
  • Support and coach managers in application
  • Facilitate strategic discussions
  • Design and chart organization (in cooperation with top leaders)
  • Create ‘what if’ scenarios and undertake risk assessment for management

Managers need to:

  • Align recruitment and training with strategic goals and objectives
  • Review labor forecasting and labor supply impact
  • Identify competency gaps
  • Propose solutions to fill gaps
  • Determine recruitment needs
